CAPITAL FUNDING FOR AFFORDABLE HOUSING DEVELOPMENT
Capital funding remains a cornerstone of creating and preserving affordable housing. AHC’s advocacy efforts will focus on securing increased investments in housing development to address the urgent demand for new units. By prioritizing resources for construction and acquisition, AHC aims to expand the affordable housing stock and reduce housing insecurity across Pierce County and Washington State.

OPERATING FUNDING FOR AFFORDABLE HOUSING SERVICES & OPERATIONS
Operating funding is critical to ensure that affordable housing developments remain viable and supportive for residents. AHC supports expanded operating subsidies to fund essential services such as property management, maintenance, and resident support programs. These funds are necessary to sustain housing projects and meet the needs of vulnerable populations.
AFFORDABLE HOUSING INSURANCE RATES
Affordable housing providers face rising insurance costs, which threaten the financial sustainability of their developments. High premiums divert funds from vital housing services and create additional financial burdens. Reduced insurance rates or alternative solutions will help stabilize operating costs, allowing providers to focus on maintaining affordability and reinvesting in housing projects that benefit low-income families.
TAX INCENTIVES FOR AFFORDABLE HOUSING DEVELOPMENT
Tax incentives, such as deferrals and exemptions, are powerful tools to encourage the development of affordable housing by lowering financial barriers for developers. These incentives make it more feasible to build housing for underserved populations and attract private investment to increase the supply of affordable housing. AHC supports strategic tax policies, including targeted sales tax relief for affordable housing developers. Aligning public and private interests will help build collaborative partnerships that advance housing equity and stability across WA.

SUPPORT FOR A STATEWIDE HOUSING RESEARCH CENTER
AHC supports the establishment of the Washington State Center for Housing Research to provide critical, data-driven insights into housing affordability and development. This center will fill a significant gap by offering comprehensive research and timely analysis to guide policymakers, practitioners, and advocates. Its mission focuses on expanding access to quality housing, increasing supply while lowering costs, driving policy innovation, and supporting equitable transit-oriented development.
